The relief of expectant and nursing mothers resident in the borough of barrow-in-furness who are in conditions of need, hardship, or distress. Any income not required for this purpose may be applied in relieving, in cases of need, pre-school age children who are sick, convalescent, disabled, handicapped or infirm.
